Chess Tiger for the ChessBase GUI creates a file Ct.ini

Even when in the ChessBase GUI ponder=off, in Ct.ini PermanentBrain=1
Does it play with ponder on or off in this case?

I have the impression that if in ini PermanentBrain=0 it plays even better.
How can this be explained ?

How can you run engine matches Tiger><Tiger, original Tiger(not Gambit) against
itself ?
Such matches are a goog method to find an engine's weaknesses.
