With 18 players, optimal number of rounds is either 17 or 5.  playing more than
5 just scrambles the top part up and lets the lower-rated programs move up
by playing each other, while the higher rated players move down for the same
reason...

Then you have the "luck of the draw".

Not to mention the problem that all the "important" games have been played
before the last rounds...
