Non rated player or a player who does not compete against humans in the last years is simply not rated and the only thing that we know is that we do not know his(her) rating. An unrated player can be 2500 against humans and can be 1400 against humans and I think that it is better not to express an opinion about it. Today players can get an experience by playing only against computers and if somebody refuses to play in tournaments against humans then we cannot know his(her) rating. Uri
