If you are looking to add chess server capability for an existing national chess
federation, my suggestion would be to NOT reinvent the wheel, but to partner
with an existing chess server service.

For a national chess federation, I would suggest a service such as that offered
by www.gamesparlor.com.  This is the service that the US Chess Federation has
gone with.  Other federations who have joined include the British Chess
Federation.  Additionally, the federations of Australia, New Zealand and Germany
are expected to come online in the future.

If you are interested, message me directly and I will try to find out who the
contact person is for you to address your questions.  I frequently log on to the
US Chess Live service and am very happy with it, especially their nice GUI.
