I think that he does not owe him an apologize. People who play on ICC should know that the games that they play can be public. If there was no agreement before the games to keep the games private then I see no problem with publishing the games. It also seems that the opponent was a computer and if it is the case the opponent needs to apologize for not saying it because there is a rule that using a computer is not allowed without registering as a computer.
