There is a free online translator at
http://www.tranexp.com:2000/InterTran
that will handle Czech to English. It does not produce a very legible format,
but may become more legible if you copy and paste the text into a simple editor
such as Notepad, which removes their special graphics characters between words.

There is another online translator which does a better job with the format, but
it doesn't handle Czech:
http://www.freetranslation.com/

If you know of any better online translators, I would appreciate having the
URLs. I use them quite a bit.
