You make a "shortcut" for the winboard.exe.
Then you go to its properties and enter something like this:
C:\Chess\winboard.exe /cp /zp /fcp "G:\Chess\yourengine.exe" /ics /icshost
freechess.org

The rating question I can't answer, but I think you have to control that part
from the server side.

Also don't remember to register the account you will be using as a computer
account;)
