It has long been a design decision to never have The King offer a draw or
resign. However, a CM personality will ACCEPT a draw if both of two conditions
are met:

1) Enough moves have been played in the game (not sure, but I think it is 40
half-moves).
2) The personality's eval score of the position is less than or equal to than
its "Contempt for Draw" value. So, if the CM personality (which has a CFD value
of 0) scores the current position at 0.01 in its favor, then it will not accept
the draw.
