ICC has to be listening on a port before you can connect to it. the first 1024 ports are reserved for things like ftp, telnet, http, snmp, etc. You have to find out what ports are being listened to on the server end, and then connect to that. ICC started listening on 5000 and up (not everything above 5000 but a few) a couple of years ago when they were subjected to a DOS attack for several days on port 5000.
