When a position has been repeated three times, the game can be declared a draw by repetition. with a fairly recent FIDE change, it works like this, to the best of my knowledge. If, when it is your move, and you can show that the current board position has been repeated three times, you can claim a draw. Also, if you can show that after you play move "X" the position has been repeated three times, you can claim a draw by making the move and claiming the draw before pressing your clock. Note that this is *not* mandatory however, you can play through a three-fold repetition by making a different move, even though the original position was repeated three times, assuming your opponent didn't claim the draw... the 50 move rule is the same... WRT being "optional"...
