You should read the history paragraph in: 'An Analysis of Alpha-Beta Pruning' by
Donald E. Knuth and Ronald W. Moore. Reprinted in 'Selected Papers on Analysis
of Algorithms' by Donald E. Knuth. One major point there is that Knuth dispells
the notion of Newell, Shaw and Simon as the source. What seems certain is that
John McCarthy thougt of it as early as 1956 during a conference at Darthmouth.
He may mistakenly surmised that it was a possible non-correct heuristic.
