yes he started after 1.b4 Qxb4 Rb1 Qxc3.
It is not clear if b4 is winning.

Junior7's opinion after 1.b4 on p200 is a small advantage for white but even if
it is proved that b4 is winning you need to prove that white has no alternatives
win before claiming that b4 is the best move.
