Most programs I know of do the extension regardless of the depth remaining.

I think the reasoning is that a forcing move shouldn't actually count
as a ply when deciding how much deeper to search.

That doesn't mean what you propose isn't good. In fact, this is how several
of my extensions worked before I made them fractional.
