I was mistaken. Immediate tactical attempts to break the blockade fail,
but White can win by pushing his pawn to a6 then bringing his king to
h3 via e1.

For example:
1...Bb8 2. Kh4 Ke5 3. Kg5 Ba7 4. Kg6 followed by pushing the g-pawn
1...Kg5 2. Kg3 Bb6 (3... Kf6 4. Kf4) 3. Kf3 Kf6 4. Ke4 Ke6 5. Bc4+
1...Ke5 2. Kh4 Kf6 3. Kh5 Kg7 4. Kg5 Bb6 5. Kf5 Kf7 6. Bc4+
3... Bb8 5. Kh6 Kf7 (5...Bf4+ 6. g5+) 6. Bc4+ Kf8 7. g5
