Subject: Is it possible to build an engine at 2600 strength in 3 to 4 weeks

I was talking to this guy that claims to have built the engine playing on
chess.net and it has a 2600 playing strength.  he claims it is 100% original and
made within 4 weeks.  I find this highly doubtful,  what do you guys think?
