I've been away for a few days so this comes late:

My attitude to off-topic postings: I can't answer this on the required 1
to 10 scale. I'll consider intervening if I think that it's becoming a
real disturbance. Off-topic posts are one of the things that are making
rgcc impossible. Start a thread there, come back two days later and see
what is being discussed under the title that you thought up. Or else go
to a thread with an interesting-looking thread title and  start reading:
Chances are you will be disappointed.

If you want to start a thread to talk about anything, it's generally
fine with me. If others want to join you in this conversation, that's
also OK. But please don't start off-topic discussions on threads where
people are trying to discuss something else. Also, posts that are
personal messages, or insider messages that can be understood by only
few, should be sent as private email.
