Being better than the weakest GM is not the definition of GM strength. If you use this definition then most IM's are GM strength. the definition of GM strength is not clear but the rating should be at least 2500(some may say that it should be 2600 because players need performance of at least 2600 in some tournaments to get the GM title). I think that 2500 is enough because if you have a stable rating of 2500 and play in enough tournaments you can practically get the GM norm because the possible error of the performance in a tournament of 9 games is clearly bigger than 100 elo.
