A Script is a collection of ordered an prerecorded commands. And scripting engines exist on almost all platforms. To get the data you are after you would open a telnet client and redirect its output to a file and then send an input consisting of finger and history for each and every program you wish to tabulate. Then the script could distill, tabulate and format the data wanted. The process could be made arbitrarily automated. If Will has a script, chances are it will be portable to windows.
