It might be possible to detect various parameters like CPU usage and disc
access, even though it wouldn't be conclusive proof. But nothing prevents
someone from using two computers. One for the internet connection and one for
analysis. The only option would be supervised internet access, eg. regional
universities or something similar. Not foolproof, but surely better.
