Its hard to say. It changes with the program, and what player the
program is playing. Time control is also a big factor. Permanent brain
helps more I think with shorter time controls. So this is a hard number
to pin down. I would have to see a lot of data. I also think that
permanent brain also helps more in computer vs computer chess. where the
programs tend to guess the other programs moves more then then would a
human's move. So I would guess in computer vs computer chess. With one
of the programs playing with its permanent brain on and the other off.
The ratings gain for the program with its brain on would be high.
