In computer vs computer games it can be quite significant.  In
computer vs human it tends to be less significant.

Larry Kaufman used to claim about 60 rating points I believe.  It's
important enough that you cannot seriously consider leaving it
out of your program.   The faster program tends to benefit more
from this, since it tends to predict the slower programs moves
more often.
