This varies a little between human and computer opponents and maybe Bob has separate numbers, but taking the 50% means that the program is not wasting it's time thinking on 50% of the times when the opponent is thinking which means that it gains 50% of the time in comparison to when itself is thinking. Thus a 50% increase in speed should equate to about 25 points in the 2400-2500 range. Kaufman's figure was good when considering programs in the 2000-2200 range.
