All the KRB side need to do to draw is to keep the king in front of the pawns. He simply 'pseudo-blockades' one pawn by putting the bishop on the right diagonal, and stops the other with the king. If the first pawn is moved, rip it. Now we have a drawn KRP KR position. I think it is marvelously safe to say that KRB vs KRPP is not going to be won by the KRB side. And since it is difficult to advance the pawns far enough to make them outweigh the bishop, it is likely that the 0.00 score this produces is exactly the right score.
