The great deal of Win9x functionality operates in 16 bit mode, using the the 32-bit wrapper (for win32 API) which "thunks" down to the 16-bit code to perform its requests. This flawed architecture causes many instabilities and memory leaks (unreleased blocks of memory after programs exit), requiring frequent reboots to clean up the accumulated junk.
