I have always followed a self-imposed rule about buying a new one (actually two rules): 1. The new computer must run at at least double the megahertz of the old one. 2. The new computer must have at least one generation later CPU. Thus I had a 486/33, a Pentium 166, a P2-400, and now an Athlon 1.2 GHz on the PC side, and a 68000/8, 68030/16, a 68040/33, a PPC604e/180, and a G3/400 on the Mac side (and am drooling over a G4/877). I would thus NOT replace my PC with one using an Athlon XP 1900+. However, when it comes to upgrading an EXISTING computer, it depends on ease of upgrade and price. For example, between my 486/33 and my Pentium 166, I had upgraded the 486 to 66DX2. Spending a lot less money and, perhaps more importantly, time, to get a nice intermediate boost in speed is quite appealing to me. 35% is nothing to shake a stick at, if it's easy and pretty cheap. It's not just for chess, either. :-)
