It depends on the program
I believe that it is impossible for strong programs.

It may be possible for weak programs because correcting a bug may be only
changing one line of code.

I agree but the poster care about the number of the version.
If the programmer did only a small change then it is logical to call the new
version in similiar number.

I sayed that it seems to be changed in more than 1%
I did not say that I sure about it.
