TO ALL CHESS PROGRAMMERS

The ICCA is creating a Rules Commission to review and overhaul the rules for
our various computer chess championships. Many of the rules we use today
have been in place for more than two decades and although some of them are
still applicable we feel the need to re-examine every rule. This task has
been prompted to some extent by the fact that almost every ICCA tournament
is preceded by a debate over one or more of the rules.
Bruce Moreland has kindly agreed to moderate a discussion amongst chess
programmers and ICCA officials. We extend an invitation to join this
discussion to anyone who has been on the programming team of any of the
participating programs in any of our tournaments. The discussion will lead
to a revision of the rules in time for the 2002 World Championship.
