Hi, Nolan!
Seems Pepito's book! :-)
Pepito use two type of books
1) Primary book: Builded with lines with nags (!, ?), one game in each line
Example:

[Site ""]
e4! c5 Nf3! d6?

Means that Pepito allways will play 1. e4 and 2. Nf3 and will avoid 2..d6
When the file is ready, name it book.pgn and type
bbook Book.pri book.pgn -1line
[enter]
..and ready!
Note that book.pri is the name that ive choose, you can choice other name.

2) Secondary book: builted from a PGN standar (mainly, GM game collection)
Then you must to type
bbook Book.sec GMgames.pgn
and ready again!
