"archive" is a windows thing.  The ftp machine is linux.  Which means the
archive bit is being set by windows as you download.  I thought that bit
was simply used to indicate "this file is new and has not yet been backed
up" or else "this file has been modified and now needs to be backed up."

Nope.  Just contents of the file, nothing else.
