I think that fair conditions could be to give tiger less tablebases relative to the opponents(only 4 piece tablebases and 5 piece tablebases with no pawns) Giving tiger all the tablebases is unfair when the opponents do not have all the tablebases and giving tiger no tablebases is also not the best setup.
