the link you quote does not only mention pocket fritz, but all kinds of
electronic equipment, e.g. cell phones. there were two famous cases of cheating
in tournament chess that i'm aware of with huge performances of weak players who
were using some outside connection, this also would fall under the regulation of
course. while pocket fritz is too weak today to make a GM worry, we all know how
the speed of the machines is always increasing, so i'd not be too surprised if
in a couple of years a pocket fritz/tiger/junior or whatever would be a serious
threat even to strong players, so planning ahead might also be involved - that's
a chessplayer thing :-)

personally i'm not too worried about my opponents using a pocket pc right now (
i might be in the future), even though i am only rated 2200 - you cannot run to
the bathroom after every move! of course you could, but it would be highly
suspiciuous, and you would lose a lot of time.

another thing i can think of is that even if a pocket pc is no real help, the
idea that your opponent might be using one might distract people. i recently
played at a tournament when a friend of mine, player A (2350) was playing
against a much weaker player B (2000). the game was going it's normal course
with A being better, when the big brother of B, BB (2200) walked up to the board
and started whispering moves to his brother. since both B and BB are clearly
weaker than A, you would think it wouldnt matter - but A was so furious about
the cheating that he couldnt think clearly any more and lost the game. so
banning all kind of help, even if it's no "real" help is just a good idea in
general to keep things calm :-)
