Two freeware programs:

Mark van der Leek's ChessPad
http://www1.tip.nl/~t799997/chesspad.htm

Tony's Essman's ChessCat
http://www.chesscat.com/index.html

The first one's bitmaps look like black and white diagrams from chess books. The
second's one is in colour. Both are scaleable.
