That's an easy one:
No.

However, the data they provide could be used to calibrate an engine of interest
by anyone -- providing that they had the identical setup and a thousand hours of
CPU time available.

Having a list of chess engines of precisely known strength can (obviously) be
used to determine the strength of any unknown engine. [given the same
conditions]
