I suggest something similar to the following:
Create a communication API based on something like ACE [from Douglas
Schmidt at Washington University at Saint Louis].  Then create front
ends with Java.  That way, it runs on everything [well, almost - Windows
95, Windows NT, dozens of flavors of Unix, MVS, etc. --> but not plain
old DOS].
