I think there is a distinction between the cost/benefit of copy
protection for shareware vs commercial.  A commercial program would be
silly to do without protection, while a shareware fellow probably
doesn't have much invested in it, or at least won't be hurt as much by
illegal sales.

That's a significant distinction.
