Subject: ICC open computer chess tournament

why are the guys putting this tournament on worried about program operators
running in manual?  if this is an "open" tournament, it should be anything goes.

GENERAL REQUIREMENTS:

- ICC Blitz rating of at least 2200
- Automated program directly interfaced to ICC (no manual operators)
- Must accept challenges from other (C)omputers (no “!computer” in formula)
- Must disclose hardware specifications including CPU speed and hash table size
