There is no operator, nor operator influence. When someone is using a program manually, there is about a 15% - 20% operator influence. You can control the clock on the chess engine, the book lines, and other aspects of the chess engine. The time management issue alone is enough for me to tell you, they shouldn't be allowed. Not to mention getting in an endgame that you know CT cannot win, but Shredder can. There is nothing to stop you from switching engines. Also, if you're using Windows 2000 or XP, the swap of switching windows can be 3MB a second, or greater. Which slows the engine down about 20%. I personally, don't think it's a good idea to ever let any manual programs into any serious tournament.
