About Windows NT...
Rebel8 didn't work with Win NT because of its copy protection. This
was fixed for Rebel9. Still we officially do not support Win NT for
Rebel9. Some are lucky others are not. Reason unknown. Best way to
ask your dealer a money back guarantee, just in case. Some dealers
will honor such a request other dealers don't.

For your second question, Rebel databases can be easily converted
to PGN and vice versa.
