If I get you right you want to know on how fast/good a PC a program is running
in a tourney by some "objective" criteria ?

Well, that will not works since a PC is a pretty complex calculator and every
program will get different speed benefits from different cpu architecture,
operating system, memory speed, memory size etc etc .
