I adress this issue in all my engine-engine tournaments:
all programs use same opening book that does not exceed 13 plys.
No book learning. Book made as follows:
all elos > 2500,
elo < 2550 -> 6 plys
elo < 2600 -> 7 plys
elo < 2650 -> 8 plys
elo < 2675 -> 10 plys
elo < 2700 -> 12 plys
elo > 2700 -> 13plys
