A pawn lever is a possibility for one pawn to support the advance of a connected
pawn. Thus making it possible to do pawn breaks and advance pawns. A high value
should mean that the program should never lock pawn chains together unless it
has a very good reason. And it also means that it will have more ways of opening
a position up.
