The strongest is to use the engine book only. That one is optimized
for the tiger engine.

If you use both, it will always first play from the GUI book. Some use this
to force certain openings to be played. e.g. If you create a small user
book with just e4 in it and select that as GUI book, then tiger will always
start with e4.
