I do   "tellothers %s\n",message,  which according to the xboard protocol sends
the message to everyone watching other than the engine's opponent.  Equivalent
to "whisper message\n".

I also send tellics message, but only for commands.  Who sees tellics messages?

On fics, I see my own whispers (tellother) in the xboard console, but do not see
them when on icc.

The second question was about what is the required mode of whispering/kibitzing
for CCT4.  I recall seeing a lot of discussion some weeks ago about mitigating
cheating, including talk about displaying search information during the games.
