Here is the easy way to handle this:

1.  have him send source to some 3rd party, or at least an executable.

2.  let him play.

3.  If the source or executable he sends doesn't match the engine used in
CCT4, then appropriate action can be taken, such as a lifetime ban from
CCT events, plus a lifetime ban from ICCA events.

4.  If the source or executable _does_ match the engine output from the match
then the problem is resolved, once it is certain that the thing is not a copy
of existing programs.  Source would be best, but executable is more than
enough (IE I can take an executable and search for a series of binary
"signatures" that will only be found in Crafty.  Others can do the same for
Yace or other "suspected" engines.

I do not like "sudden" entries, as we have had enough of the Gunda/Bionic/
LePetite/Voyager/etc nonsense already.  However, a new engine _is_ possible,
so simple investigation should be able to unwind all this without a lot of
arguing and wasted time.

Let's see if we can clear this up rather than having speculation run wild
once more...
