If there was only one goliath in the regular tournament and one goliath in the
blitz tournament then I see no problem and the programmer could also
do it in the same program.

Programs use different algorithms when they are in book and when they are out of
book so I do not see a reason to prevent a program to
use different algorithm base on the time control.
