My personal ranking:

1. Chess Tiger (which always includes Gambit Tiger), either for ChessBase (which
lets you use it in the most common GUI), for Chess Partner (which includes Rebel
Century but CAN'T be used in CB/Fritz), or with Chess Assistant (which obviously
includes a complete DB program but also CAN'T be used in CB/Fritz)

2. Fritz 7

3. Tie between many others, including latest Hiarcs, Junior, Shredder

Part of this depends on whether or not you want multiple different GUIs or just
many engines under a single GUI, and how important things like databases are to
you.
