The TD doesn't have access to _anything_ at the point where the question is raised. And if the player is allowed to compete, then there is a big chance it will taint the entire event. That is why these discussions _should_ be handled prior to the event. And they really can't be handled just with the TD. He/She is going to need help from programmers to determine whether the program in question is legitimate or not...
