  IIRC USCF recommended a rating conversion in their Laws of Chess around 1992.
The formula was USCF = FIDE * 0.895 + 367 . This was based on a study on US
players who had both ratings.

  Keep in mind that FIDE has a low limit. At the time of the study it was 2200,
now 2000. There is even a consideration of lowering it to 1000 to earn more
money. Ratingwise it is insane, but money matters.

  For ratings lower than 2200, this conversion may not be as accurate for the
conversion made for higher ratings.
