Sure it can.  It is based upon competition and will float with every new game
added as a data point.  The only valid numerical comparisons are differences
between the elements in the list.  So a program that is 2600 should win 36% of
the points against a program that is 2700 in that list [based on averages with
millions of games played -- not a handful].  And a program that is 2013 should
win 36% of the points against a program that is 2113.  But what that means to
entities that are not in the list?  Surely there is some correlation, but nobody
can really say what it is.
