The blunder was allowing Rc4 when the rook gets to the 4th hitting the h-pawn.
The mistake can be viewed as either Re3 instead of Re4 or here Kb6 as you point
out. If black had been forced to trade the g-pawn to create a passed pawn, it
would have been a draw.
